INTELLIGENT STATE

An “Intelligent State” is a state that has fully incorporated data science and its various techniques into its operations and is as a result data driven in its decision making and technology enabled in the fulfillment of its obligations towards its citizenry. It is a state that deliberately creates, structures, and maintains a comprehensive network of data sources across the various branches and spheres of government to be incorporated into its performance monitoring and evaluation and oversight functions in the pursuit of continuous self-improvement. It is a state that autonomous of its human actors has the ability to acquire knowledge, understand/process information and apply knowledge and skills based on reasoning
